Referring to Mr. Harcourt's Despatch No. 286 of

the 19th. September, 1912, I have the honour to report that I am making arrangements to revert to the practice whereby Chinese lunatics, who are not British subjects, are sent to the Chinese Authorities at Canton.

I have caused the John G. Kerr Refuge to be informed that this Government's subscription will be discontinued after the 1st. July, 1916.
